Patricia Breeckner
Patricia Carter-Breeckner is a community-minded leader, business owner, and Historic Preservationist and Natural Practitioner with a longstanding commitment to service, stewardship, and strengthening the communities she calls home. A graduate of the City of Tulsa-sponsored Neighborhood Academy, Patricia values informed neighborhood leadership, civic engagement, collaboration, and responsible community development.
With more than 20 years as a business owner, 10+ years as a Historic Preservationist, and more than 30 years as a property owner, she brings a unique combination of leadership, property stewardship, preservation experience, financial responsibility, and long-term community perspective.
Her historic preservation work includes leadership in Historic Greenwood, including efforts that secured 10 commercial buildings on the National Historic Registry. Her experience has reinforced her belief that preserving a community’s history, character, property, and future requires vision, commitment, and responsible action.
Patricia is seeking to serve on her Homeowners Association Board of Directors because she believes homeowners deserve leadership that listens, communicates openly, acts responsibly, and works collaboratively. Her goal is to help strengthen the neighborhood, protect homeowners’ investments, encourage accountability and transparency, and contribute to a community where residents feel heard, respected, informed, and proud to call home.
She believes leadership is not simply about having a voice—it is about listening, serving, and taking responsibility for the community’s future.

Julie Corrigan
At 39, I have lived in 5 states, been to 17 countries. Been a tutor, a teacher, worked in real estate consistently for nearing 2 decades, gotten a degree in mathematics, and have even been a ghost tour guide! All that has taught me is how important it is to be up front, honest, and be always willing to learn.
It has also taught me the importance of transparency, disclosure, and following the contracts.
More than anything, I have a passion for building community and organizing. I currently sit as Secretary of SCRAPS Tulsa, a non-profit compost community effort. Through developing clear, understandable processes, providing disclosure and transparency I believe we can not only rebuild this community and survive, but also thrive. I support and will work with any candidate or board member dedicated to doing things openly, honestly, and by committee action
Douglas Rouillard
My name is Douglas Rouillard and I have been an owner of The Willows since 2024.
Over the past few years I have come to fall in love with the community as well as what it represents. I would love to continue to embrace and inspire the residents to keep The Willows a premier place to live. There are a number of concerns that I have with larger developments. The first being safety, followed by acknowledging the rules and regulations of the association, then maintaining beautiful grounds and aesthetics throughout. I have been a part of other HOA’s over the past 20 years, including President and a sitting board member, and have learned a great deal.
I believe I would be a great asset to this community to get your concerns heard, and solutions rectified. I believe in change, and I also believe in supporting each others needs. Let fix The Willows without exception or excuses. I know I am out of state, but my self employment is all property management.
Sandra Jackson
Hello my name is Sandra Jackson. I have been of the Willows in residence for over 20 years. I own my own condo and I’m quite satisfied with it except for what needs to be done by the board association.
I was vicepresidente and office manager during the residence of Joseph Davis. We got quite a bit done and many of the delinquent accounts we caught up to be paid in full. I enjoy working with my mind to sort out problems, and to make things happen around me. I have been a court room duty for bankruptcy Court, a teacher for 15 years, as well as the board membership for the Willows.
I want to help it to become what it once was.
