Rules & Regulations: Violations/Fines/Fee Structure
Violation/Fine: $25 first offense, $50 per repeat offense, $100 third and continuing unless otherwise stated
A. General Conduct
• Compliance-Owners, tenants and guests must comply with the Declarations, bylaws, and these Rules adopted by the Board of the Willows
• Nuisances-No actions, illegal, significant or unreasonable should interfere with a person’s use or enjoyment of their property. Any action that creates excessive noise, odors, disturbances to neighbors or cause for police presence is considered a nuisance
• Quit Hours-10PM to 7AM daily; no loud music, shouting or construction during this time
B. Trash
• Container storage-All trash must be stored out of sight. Bagged trash should only be placed in the designated waste containers on the property and not left on patios, balconies or in doorways. No loose bags or bulk trash left outside residence for any reason. Bo obstructions to the walkway, stairs or corridor.
• No construction, renovation debris/materials, including but not limited to concrete, tile, carpet, paint or sheetrock.
• All bulky waste items should be disposed of off property, and at your own expense. This includes but is not limited to furniture, appliances, mattresses
C. Pets
• Leash Requirements-Pets must always be on a leash in common areas
• Pet Waste Removal-Owners must immediately clean up after pets
• Pet Conduct-Excessive barking or aggressive behavior is prohibited
• Pets are not permitted to be confined to balconies or patios
• Pets confined to balconies or patios on days that exceed 85 degrees for more than one hour can result in a fine of $250 for the first offense and $500 for any subsequent offense
D. Parking & Vehicles
• Assigned Parking-Residents have an assigned covered space and must register their vehicle with the association. Current proof of insurance and current registration required. Guests should park in unassigned, uncovered guest parking only
• Prohibited Vehicles-No boats, RV’s, trailers, or commercial vehicles in the lot overnight
• No mechanic work on vehicles
• Unauthorized Parking-Vehicles parked in fire lanes, lawns, 15-minute parking, or in an assigned space NOT REGISTERED to them will be towed at owner’s expense with no notice required
E. Use of Common Areas
• Respect for Facilities-No littering, vandalism, or misuse of landscaping or other common elements of the property
F. Exterior
• Prohibited Items-No hanging laundry, banners or unapproved signage visible from the street/walkways. All signage requires approval from the Board
• Holiday Decorations-Allowed for 30 days prior and 15 days after the holiday
• Owner Responsibilities-Maintain patios/balconies free from clutter and debris. Patios/Balconies to house outdoor/patio furniture and plants only. No interior furniture, generators, bicycles, storage of personal items, appliances, trash, tires, building materials etc. will be allowed
• No window unit AC, or any other type of instrument that would produce condensation. Drain free cooling appliances only
G. Enforcement & Fines
• Notice of Violation-Mailed, posted or electronic notice will be provided
• Cure Period-Owner has 10 days to correct violation, unless it is an urgent safety hazard, then 48 hours to correct will be given
• Owner is entitled to a hearing if the violation is not cured with a minimum of 10 days notice.
• Fines are as follows-1st offense-warning or $25 fine; 2nd offense-no warning & $50 fine; 3rd or continued offense $100 fine per occurrence unless otherwise noted
• Repeat Violations-Daily or repeat violations can result in additional fines and suspension of privileges and voting
• Owner Responsibility-Owners are responsible for violations by tenants, guests or contractors
H. Amendment
• The board may amend these Rules at anytime with notice to all Owners. The most current version will be posted on the property website
